HOW?
 
A $3 billion infusion equals a 64% increase of the total amount spent nationally on cancer research ($4.7 billion in 2007).
$3 billion in bonds will produce $300 million annually for cancer cure research in Texas for the next ten years.
The State of Texas can use the equity return on research investments generated by patents, royalties and licenses to repay the bonds.
Construction of new research facilities, increased technology and biomedical jobs, and funding of institutional research will generate millions of dollars in sales and business tax revenues for the state.
Grants will be made by an non-governmental advisory board made up of respected citizens and a Scientific Review Board.
Texas Medicaid costs could decline due to reduced costs for cancer care and treatment of state supported patients.
